Every One Piece Marine Admiral, Ranked

After the bounty rankings covered the pirate side, the Devil Fruits covered the power systems, and the swordsmen covered the blade tier. This post completes the canonical balance. The Marine Admirals are the other side of every One Piece power conversation.

There are exactly six canonical Admirals in the series across the entire timeline (plus one elite Vice Admiral who refused the promotion). This is the full roster ranked by canonical power, with the merchandise angle at the end, including the surprisingly searched "Aokiji wanted poster" question.

How Marine ranks actually work

The Marines operate a clear command hierarchy. From top to bottom: Commander-in-Chief (Kong, administrative head of all World Government military forces), Fleet Admiral (Sakazuki/Akainu currently, tactical commander of the Marines), Admiral (3 currently: Kizaru, Fujitora, Ryokugyu), Vice Admiral (Garp, Tsuru, Smoker, Tashigi and others), and Rear Admiral down.

Admirals are the World Government's strategic nuclear weapons. Each one is rated as a credible threat to a Yonko in single combat, which is why only three or four exist at any given time. Promotion to Admiral requires not just power but political and tactical reliability. That's why Garp, possibly the most powerful Marine ever to wear the uniform, has refused the promotion his entire career.

Tier 0: The Commander-in-Chief

The position above Fleet Admiral. Administrative head of all World Government military forces.

Kong

Technically the highest-ranking Marine commander in the World Government structure. The man Fleet Admirals report to. Promoted to Commander-in-Chief from Fleet Admiral prior to Sengoku's tenure. Rarely fights in canon because his role is strategic command rather than direct combat, but he's the supreme administrative authority over every Admiral on this list.

Tier 1: The Fleet Admirals

The supreme tactical commanders of the Marines. Each one represents the absolute peak of Marine power and authority.

Sengoku the Buddha, former Fleet Admiral of the Marines

Sengoku "the Buddha"

The Fleet Admiral during the Marineford War, retired post-conflict to make way for Akainu. Wielded the Hito Hito no Mi Model Daibutsu (Mythical Zoan), letting him transform into a giant golden Buddha and shoot Tremor-class shockwaves from his palms. Strategic mind matched only by his raw power. Walked away from the title voluntarily; in canon, that decision matters because it means he chose retirement over an internal power struggle with Akainu.

Akainu, current Fleet Admiral of the Marines, wielder of the Magu Magu no Mi

Akainu (Sakazuki)

The current Fleet Admiral and most ideologically extreme Marine in canon. Wields the Magu Magu no Mi (Magma Logia), a direct upgrade over the Mera Mera no Mi which is why Akainu killed Ace at Marineford. Defeated Aokiji in a ten-day duel to determine the next Fleet Admiral post-Marineford, an event the series has repeatedly cited as confirmation of his apex status. Ruthless even by Marine standards.

Tier 2: The Three Admirals (and their evolution)

The classic trio of Admirals during the Marineford era plus the two new Admirals who joined the rank in the post-timeskip era. All four currently or formerly hold the Admiral title.

Aokiji, former Marine Admiral who defected to the Blackbeard Pirates

Aokiji (Kuzan)

The defector. Lost the ten-day duel to Akainu for the Fleet Admiral position post-Marineford and walked away from the Marines entirely. Joined the Blackbeard Pirates as a high-ranking officer. Importantly for collectors, the only Admiral in canon who now carries a bounty and a wanted poster. Wields the Hie Hie no Mi (Ice Logia), with the most aggressive defensive capability in the Logia tier. Froze the ocean during the Marineford war to demonstrate the scale of his fruit's range.

Kizaru, current Marine Admiral and wielder of the Pika Pika no Mi

Kizaru (Borsalino)

The longest-serving Admiral across the timeline. Wields the Pika Pika no Mi (Light Logia), granting movement at literal lightspeed. Devastating in combat because Haki users have to predict his attacks rather than react to them. Has fought Luffy's crew multiple times across the series without ever taking a serious loss. Often portrayed as detached and easy-going, which makes his actual ruthlessness in combat all the more jarring.

Fujitora, current Marine Admiral and wielder of the Zushi Zushi no Mi

Fujitora (Issho)

The first new Admiral introduced post-timeskip. Blind by choice (he blinded himself to avoid seeing the corruption of the world). Wields the Zushi Zushi no Mi (Paramecia) that grants gravity manipulation, including the ability to pull meteors from the sky during the Dressrosa arc. Morally the most conflicted Admiral, openly disagreeing with World Government tactics while still serving.

Ryokugyu, current Marine Admiral and wielder of the Mori Mori no Mi

Ryokugyu (Aramaki)

The second new Admiral, debuted in late-Wano arc. Wields the Mori Mori no Mi (Mythical Zoan-class Forest fruit), letting him control all plant life and absorb life energy from any organic matter to extend his own. Hasn't survived without food for three years thanks to this ability. Brash, casually arrogant, and visually distinct from the other Admirals.

Tier 3: Admiral-tier outside the rank

The Marines have one operator whose strength clearly puts him in Admiral territory but whose personal choices have kept him out of the rank.

Monkey D. Garp, Marine Vice Admiral who repeatedly refused promotion to Admiral

Monkey D. Garp

Luffy's grandfather. Has been offered Admiral promotion multiple times across his career and refused every single one, preferring to remain at Vice Admiral rank. The Egghead arc finally showed why this didn't actually matter: Garp solo-fought the Blackbeard Pirates and held his own. Considered by most readings to be Admiral-strength or above, with raw Haki mastery rivalling Whitebeard. The fact that he made it through the Roger era as a Marine without bowing to anyone is itself a power statement.

Tsuru, legendary Marine Vice Admiral and intelligence officer

Tsuru

One of the longest-serving Marines in canon, often grouped with Garp as the Vice Admirals considered Admiral-tier in skill. Wields the Wash Wash no Mi (Paramecia), giving her the unusual ability to "wash" people of their evil intent, literally cleaning evil out of an opponent like laundry. Intelligence officer with a strategic mind matched only by the original Three Admirals. Rarely seen in direct combat because her role is operational planning rather than front-line engagement.

Honourable mentions

The next-generation Marines and a non-canon entry worth knowing about in any serious power discussion.

Smoker and Tashigi. The new-generation Marines, both early Vice Admirals. Smoker wields the Moku Moku no Mi (Smoke Logia), Tashigi is a top swordsman in training. Both have been featured heavily in post-timeskip arcs as the modern face of the Marines.

Zephyr (Z). Non-canon film character from One Piece Film: Z, former Admiral. Worth mentioning because the film made his power tier explicit; he was treated as Admiral-credible in his retirement.

The collecting angle: Marine merchandise and the rare Aokiji wanted poster

For collectors, Marine-themed merchandise breaks into a few categories worth knowing about.

Figures. Akainu, Aokiji, Kizaru, and Fujitora all have prestige Bandai and Megahouse figure releases. Akainu and Aokiji are the chase pieces because they're tied to the Marineford War's most iconic moments. Retail in Japan runs £80 to £150 each, UK aftermarket 1.5 to 2 times that. Megahouse Portrait of Pirates (POP) Akainu in particular has aftermarket value because of limited runs.

Wanted posters. This is where Aokiji becomes uniquely interesting. He is the only Marine Admiral in canon with a bounty, issued after his defection to the Blackbeard Pirates. Real Aokiji wanted poster merchandise is rare because the canonical reveal is recent. UK collectors searching for it are essentially asking whether it exists at all, which makes any genuine licensed Aokiji wanted poster a high-demand item. Most "Aokiji wanted posters" on eBay UK are print-shop bootlegs; same checks as the bootleg section in the bounty post and the scam guide.

Marine coats. The white Admiral coats are one of the most iconic clothing items in the series. Cosplay-grade replicas run £40 to £80 from cosplay retailers, with the standard "JUSTICE" kanji on the back. Bandai hasn't released an official replica line.

Bootleg warning. Marine-themed merchandise has the same bootleg problem as the rest of One Piece. Real Bandai and Megahouse figures come in branded boxes with the weight matching the polyresin or PVC blade. Wanted poster bootlegs are the most common scam in the Aokiji-specific market because demand exceeds genuine supply.

TL;DR
