Every Haki User in One Piece, Ranked

People search One Piece Haki rankings more than almost any other power topic in the series. "Strongest Haki user", "Conqueror's Haki list", "advanced Conqueror's Haki imbuement" are weekly queries. After the Devil Fruits and the Swordsmen and the Marine Admirals covered the other elite tiers, this post covers the third leg: Haki, the invisible energy that separates the world's strongest from everyone else.

How Haki actually works

Haki comes in three types and one rare fourth.

Observation Haki (Kenbunshoku). Sense presences and predict short-term futures. Used at the highest level by Katakuri (Future Sight) and Roger.

Armament Haki (Busoshoku). Coats the user's body or weapon in invisible armour, allowing them to hit Logia users and increase attack damage. The canonical mark of strength.

Conqueror's Haki (Haoshoku). The rarest type, only one in a million people are born with it. Lets the user assert their will over others, knocking out weaker opponents and intimidating beasts. Cannot be trained from scratch.

Advanced Conqueror's Haki (the fourth tier). A recent canonical addition. Top-tier Conqueror's users can imbue their attacks with Conqueror's Haki, causing damage to enemies without physical contact and "scratching the air" itself.

The strongest characters in canon use all three Haki types at master level, plus Advanced Conqueror's. Roger, Shanks, and Luffy are the only confirmed users of all four. Garp is the strongest character who has all three regular Haki types without ever having a Devil Fruit, purely a Haki master.

Tier 1: The generation-defining Conqueror's users

The apex of Haki in canon. Each one represents complete mastery of Conqueror's, Armament, and Observation at the level the rest of the series is measured against.

Gol D. Roger

The Pirate King and the canonical benchmark for all three Haki types. Roger had no Devil Fruit. His ability to fight Whitebeard and Shiki to draws came entirely from Haki mastery. Confirmed Conqueror's user, confirmed Observation user, confirmed Armament user. Master of Advanced Conqueror's Haki imbuement before the technique was widely understood. His sword duels in the Roger era are the standard against which all post-Marineford Haki battles are measured.

Edward Newgate (Whitebeard), former strongest man in the world

Edward Newgate (Whitebeard)

The strongest man in the world during his reign. Conqueror's Haki manifested through his Gura Gura no Mi attacks. His earthquakes at Marineford were Haki-infused, hitting at planetary scale. Personal Haki strength evidenced by his ability to fight Roger to a draw. Died at Marineford from Akainu's Logia Magma attacks but his Haki tier sits firmly in the apex bracket.

Kaido, the King of the Beasts, master Conqueror's Haki user

Kaido

The "strongest creature in the world" title was earned through a combination of his Mythical Zoan dragon form and master-level Conqueror's. Confirmed Advanced Conqueror's user. His attacks at Wano were imbued with Haoshoku coating. Defeated by Luffy specifically because Luffy reached Advanced Conqueror's mastery during the same fight.

Charlotte Linlin (Big Mom), Yonko-class Conqueror's Haki master

The other deceased Yonko. Master Conqueror's user with Advanced Conqueror's imbuement. Her Soul attacks were further boosted by her Haki. Died in Wano alongside Kaido, ending the classic Yonko era. Her Haki tier was confirmed Yonko-class throughout the series.

Tier 2: The Yonko-class Haki masters (active generation)

Red-Haired Shanks, Yonko with mastery of all three Haki types

Red-Haired Shanks

The current Red-Haired Emperor. Confirmed master of all three Haki types plus Advanced Conqueror's. His "Divine Departure" attack at Wano demonstrated Advanced Conqueror's at master level. The unique combination of being the most diplomatically active Yonko while also having the highest active-generation Haki ceiling.

Monkey D. Luffy

The current active-generation Haki ceiling. Confirmed Conqueror's user from childhood. Mastered Advanced Conqueror's during the Wano arc, the technique that allowed him to defeat Kaido. Gear 5 awakening combined with Conqueror's imbuement makes Luffy's striking power Yonko-tier. Still actively improving across the final saga.

Tier 3: The Haki-only Marine

Monkey D. Garp, the legendary Marine Vice Admiral and pure Haki master

Monkey D. Garp

Marine Vice Admiral by choice. Considered Admiral-strength or above. The most legendary case of a Haki master who never had a Devil Fruit. Garp made it through the Roger era as the only Marine who could credibly threaten the Pirate King in single combat. Recent Egghead arc confirmed his Haki mastery still puts him in the Admiral-class tier despite being decades older than the active generation.

Tier 4: The Armament masters

Dracule Mihawk, world's greatest swordsman and Armament Haki master

Dracule Mihawk

The world's greatest swordsman. Wields Yoru, a Black Blade Supreme Grade sword. Mastered Armament Haki to the point that his blade is permanently Haki-coated (the canonical mark of true sword mastery). Has not been shown using Conqueror's Haki in canon, but his Armament mastery represents the apex of that specific tier.

Sengoku the Buddha, former Fleet Admiral and master Armament Haki user

Sengoku "the Buddha"

Former Fleet Admiral. Wielded the Hito Hito no Mi Model Daibutsu plus Armament Haki at master level. Strategic Haki user. His Armament combined with the Buddha fruit's reach made him one of the most dangerous Fleet Admirals in canon history.

Tier 5: The current Fleet Admiral

Akainu, current Fleet Admiral, Logia and Armament Haki master

Akainu (Sakazuki)

Current Fleet Admiral of the Marines. Armament Haki at master level combined with Magu Magu no Mi Logia. Defeated Aokiji in a ten-day duel partly because of his Haki mastery. Logia attacks alone don't reliably defeat other Logia users; Haki is the decisive factor. Considered the strongest active Marine.

Tier 6: The future Yonko

Roronoa Zoro, future Yonko-class swordsman with Conqueror's Haki

Roronoa Zoro

Current candidate for the post-Mihawk World's Greatest Swordsman title. Confirmed Conqueror's user with awakening confirmed during the Wano arc (he didn't know he had it until then). All three Haki types confirmed at high level. The most likely active-generation character to inherit Mihawk's title and become the eventual Yonko-class swordsman.

Honourable mentions

The Haki users worth knowing about in any serious power discussion.

Katakuri. The Future Sight Observation Haki specialist. Held the Yonko-class Big Mom Pirates' top combat slot before his defeat by Luffy. The most advanced Observation Haki ever shown in canon.

Aokiji. Defected Marine Admiral, Hie Hie Ice Logia plus Armament Haki. Has not been shown using Conqueror's. His Haki tier is Admiral-class.

Kizaru. Pika Pika Light Logia plus Armament Haki at master level. The longest-serving Admiral and one of the most efficient combat users in the series.

Boa Hancock. Confirmed Conqueror's Haki user, one of the few female characters explicitly stated to have it. Mero Mero no Mi plus Conqueror's gives her a Yonko-class combat ceiling.

Marco the Phoenix. Tori Tori no Mi Model Phoenix plus Armament Haki at master level. Whitebeard's former first division commander.

The collecting angle: Haki-themed merchandise

For collectors, Haki-themed One Piece merchandise breaks into a few categories worth knowing about.

Gear 5 Luffy figures. Bandai's prestige line for Luffy's Advanced Conqueror's awakened form. The most reproduced One Piece figure release of 2024-2025. £80 to £150 retail in Japan, double that on UK aftermarket.

Roger and Shanks figures. Both Admiral-tier Haki users get prestige releases from Megahouse and Bandai. The Megahouse POP releases are the chase pieces, particularly Shanks's Divine Departure pose.

Conqueror's Haki effect parts. Some Bandai figures come with optional Haki-imbued attack effects (black aura effects, lightning-style Conqueror's). These are detachable accessories sold alongside the main figure.

Bootleg warning. Same patterns as the rest of One Piece. Real Bandai figures have weight matching the PVC blade and come in branded boxes. The scam guide covers the bootleg-spotting basics.

TL;DR

Roger, Whitebeard, Kaido, and Big Mom hold the apex Haki tier in canon. Shanks and Luffy are the active Yonko-class masters. Garp is the most legendary Haki-only character (no Devil Fruit). Mihawk is the apex Armament-and-no-Conqueror's user. Akainu represents Marine Haki at peak. Zoro is climbing toward the world's-greatest-swordsman tier through Conqueror's awakening. For collectors, Gear 5 Luffy and Roger/Shanks figures are the chase pieces.
