The Strongest Pirate Crews in One Piece, Ranked

One PiecePower Rankings

Spoiler warning: This post covers the full One Piece manga as published, including the outcome of Wano and the current state of the Yonko. Deaths, defeats and late-arc reveals are discussed openly. The anime is a long way behind, so anime-only readers should expect to be spoiled.

Almost every One Piece power ranking is a ranking of individuals. This one is not, and the distinction changes the order considerably.

A crew is ranked here on three things together: the captain, the quality of the officers directly beneath them, and depth, meaning how far down the roster you can go before the fighters stop mattering. A crew with a monstrous captain and nothing behind him loses a war to a crew with a merely excellent captain and sixteen division commanders. That has happened in this series, more than once, and it is why the crew order is not simply the captain order rearranged.

The individual rankings are covered separately in the strongest One Piece characters ranked. This is the version that asks who you would actually want to go to war with.

TL;DR

| Rank | Crew | Captain | Where the strength sits | |------|------|---------|-------------------------| | #1 | Roger Pirates | Gol D. Roger | Captain, first mate, and a roster of future legends | | #2 | Whitebeard Pirates | Edward Newgate | Sixteen divisions and an allied fleet | | #3 | Red Hair Pirates | Shanks | Tiny roster, no weak links | | #4 | Beasts Pirates | Kaido | Three All-Stars and sheer numbers | | #5 | Blackbeard Pirates | Marshall D. Teach | Ten Titanic Captains, most with a Devil Fruit | | #6 | Big Mom Pirates | Charlotte Linlin | A family the size of an army | | #7 | Straw Hat Pirates | Monkey D. Luffy | Four elite fighters, thin behind them | | #8 | Cross Guild | Buggy, nominally | Two monsters and a figurehead | | #9 | Donquixote Pirates | Donquixote Doflamingo | Executives plus an underworld network | | #10 | Heart Pirates | Trafalgar Law | Captain-dependent | | #11 | Kid Pirates | Eustass Kid | Captain plus one |

#11: Kid Pirates

Eustass Kid, captain of the Kid Pirates, in One Piece

Kid Pirates

Eustass Kid is a genuine heavyweight, a Supernova who helped put down Big Mom at Wano and reached a bounty that places him among the most wanted men alive. Killer is a capable second who fights at a high level in his own right.

After those two the crew runs out almost immediately. Heat, Wire and the rest are competent and unremarkable, and the crew's record reflects it: Kid loses an arm to Shanks' crew early, and the entire crew is destroyed by Shanks later in a single encounter. That is the clearest possible demonstration of what happens to a top-heavy crew with no depth. Ranked last not because Kid is weak but because the crew is essentially one man and a friend.

#10: Heart Pirates

Trafalgar Law, captain of the Heart Pirates, in One Piece

Heart Pirates

Trafalgar Law is one of the most tactically valuable fighters in the series. The Ope Ope no Mi is widely called the ultimate Devil Fruit, and awakened it lets him rearrange a battlefield in ways no amount of raw strength answers. He co-led the alliance that beat Big Mom.

The crew behind him is small, loyal and not built for this tier. Bepo is a Mink and the strongest of the rest, but Penguin, Shachi and the crew's submarine complement are support rather than combatants. The Heart Pirates rank above the Kid Pirates on the strength of Law's utility, which makes his crew matter in alliances in a way Kid's does not, and below everyone else for the same depth problem.

#9: Donquixote Pirates

Donquixote Doflamingo, captain of the Donquixote Pirates, in One Piece

Donquixote Pirates

The best-structured crew on the lower half of this list. Doflamingo ran Dressrosa as king, operated as a Warlord, and simultaneously controlled the underworld's weapons trade as Joker, which gave the crew leverage no comparable outfit had.

The executive tier is real: Trebol, Diamante and Pica are each a serious fight, Vergo spent years embedded inside the Marines as a vice admiral, and the Dressrosa arc needed the Straw Hats, the colosseum gladiators and Law working together to dismantle them. The crew places ninth because its ceiling is capped. Doflamingo is formidable rather than Yonko-tier, and once he fell the entire structure collapsed with him, which is the test the crews above him have mostly passed.

#8: Cross Guild

Buggy, nominal leader of Cross Guild, in One Piece

Cross Guild

The strangest entry on this list and the hardest to place. Cross Guild is nominally led by Buggy the Clown, who is one of the weakest named pirates in the series and is on the Yonko list by pure accident and misunderstanding. The actual power is Dracule Mihawk, the World's Strongest Swordsman, and Sir Crocodile, a former Warlord who has only grown since Alabasta.

On raw top-end talent it belongs much higher. Mihawk alone outranks the captain of every crew below fourth place. What drags it down is that Cross Guild is a bounty-hunting business rather than a crew: there is no loyalty structure, no depth beneath the three leaders, and a figurehead who would be removed by any of the fighters he supposedly commands. Eighth is a compromise between extraordinary individuals and almost no organisation.

#7: Straw Hat Pirates

Monkey D. Luffy, captain of the Straw Hat Pirates, in One Piece

Straw Hat Pirates

A Yonko crew with a ten-person core, which is the smallest of any crew in that tier by an enormous margin. The top end is excellent: Luffy is a top-five fighter in the world, Zoro and Sanji are both elite, and Jinbei is a former Warlord who joined as helmsman.

The honest problem for a crew ranking is everything after those four. Nami, Usopp, Chopper, Robin, Franky and Brook are each exceptional at what they do and none of them is winning a fight against an All-Star. Depth is covered externally rather than internally, through the Grand Fleet's five thousand-plus members and a long list of allied nations, which is real but is not the same as having sixteen division commanders aboard.

Seventh is a ranking of the crew, not the captain. For the internal order, the Straw Hat crew ranked works through all ten.

#6: Big Mom Pirates

Charlotte Linlin, captain of the Big Mom Pirates, in One Piece

Big Mom Pirates

The crew built as a family, and the one with the most unusual depth model in the series. Charlotte Linlin has eighty-five children, and a substantial number of them are genuine combatants holding officer rank, which means the roster regenerates in a way no other crew's does.

Katakuri is the standout and one of the best fighters outside the Yonko themselves, with Future Sight advanced observation Haki and an undefeated record until Luffy. Smoothie and Cracker fill out a Sweet Commander tier that compares well with any crew's second rank. Whole Cake Island demonstrates the depth: the Straw Hats do not beat this crew, they escape it.

Sixth rather than higher because Wano exposed the ceiling. Linlin fell to two Supernovas, and once she was down the crew's territory began breaking apart.

#5: Blackbeard Pirates

Marshall D. Teach, captain of the Blackbeard Pirates, in One Piece

Blackbeard Pirates

The crew assembled specifically to be dangerous rather than loyal. Marshall D. Teach holds two Devil Fruits, which nobody else in the series manages, and beneath him sit the Ten Titanic Captains, an officer tier where most members carry a Devil Fruit of their own. Shiryu of the Rain took the invisibility fruit, Catarina Devon and Vasco Shot were Impel Down's worst prisoners, and Laffitte and Van Augur are each a specialist problem.

Their record is aggressive and effective: they took Banaro, they finished the Whitebeard Pirates' remnants in the aftermath of Marineford, and they hold Hachinosu as their own territory. The crew is also still visibly growing, recruiting rather than consolidating.

Fifth rather than higher because the crew's wins have mostly come against opponents who were already weakened, and because the internal loyalty that holds the crews above it together is openly absent here. Teach rules by fear and it has not been tested properly yet.

#4: Beasts Pirates

Kaido, captain of the Beasts Pirates, in One Piece

Beasts Pirates

The largest crew in the series by headcount and the most militarised in structure. Over twenty thousand members, organised into Gifters, Pleasures and Waiters, with the Tobiroppo as a mid-tier officer class and three All-Stars at the top. Every one of them is a Zoan user, which Kaido engineered deliberately with artificial fruits.

King, Queen and Jack would each be a crew's strongest fighter almost anywhere else. King in particular is a Lunarian, functionally unkillable until Zoro worked out the trick, and he is the first mate of a crew whose captain is billed as the strongest creature alive.

What it took to beat them is the argument for this placement. Onigashima required the Straw Hats, the Heart Pirates, the Kid Pirates, the Nine Red Scabbards, the Mink tribe and the Wano samurai, all at once, and it was still close. Fourth, because the three crews above it have never been brought down at all.

#3: Red Hair Pirates

Shanks, captain of the Red Hair Pirates, in One Piece

Red Hair Pirates

The smallest crew in the top half and the only one with no identifiable weak link. Shanks is among the most feared men alive. Benn Beckman is the standout first mate in the series: at Marineford he stopped Admiral Kizaru simply by pointing a rifle at him, and Kizaru stood down. A first mate who makes an admiral reconsider is a feat no other second-in-command on this list matches.

Lucky Roux and Yasopp fill out an officer tier that is small and uniformly excellent, and the crew's arrival ended the Marineford war without a single one of them needing to fight. Later they intercept the Kid Pirates and destroy them outright.

Third on quality rather than quantity. The crew has never been shown losing anything, and the reason it is not higher is the same reason it is hard to place at all: it has not been in a full-scale war on the page, so its depth under sustained pressure is untested.

#2: Whitebeard Pirates

Edward Newgate, captain of the Whitebeard Pirates, in One Piece

Whitebeard Pirates

The benchmark for what crew depth means. Sixteen divisions, each with a commander strong enough to lead elsewhere, plus a subordinate fleet of forty-three allied crews that answered when called. Marco the Phoenix as first division commander, Ace on the second, Jozu, Vista, and a roster the Marines could not count on beating individually.

Marineford is the whole case. The World Government committed three admirals, the Fleet Admiral, the assembled Warlords, the entire headquarters force and an elaborate deception campaign, specifically because they could not risk engaging this crew on equal terms. The crew lost the war and still inflicted enough damage to end the era.

Second because the only thing that beat them was everything the world had, deployed at once, against a dying captain. The Whitebeard Pirates ranked covers the division commanders individually.

#1: Roger Pirates

Gol D. Roger, captain of the Roger Pirates, in One Piece

Roger Pirates

The only crew to reach Laugh Tale, and the only one on this list whose roster is best described by what its members went on to become.

Gol D. Roger as captain and Silvers Rayleigh as first mate is the strongest captain-and-second pairing in the series, with Rayleigh still capable of holding Kizaru decades later as an old man. Kozuki Oden served aboard and was strong enough to wound Kaido, which almost nobody has managed. Two of the crew's apprentices became Yonko: Shanks sits third on this list and Buggy is nominally attached to eighth.

The feats are the completed voyage and the repeated draws with the Whitebeard Pirates, which is the only crew that ever matched them. A crew that produces two Emperors from its cabin boys, keeps the Pirate King's secret for over twenty years, and completes the Grand Line is first on any reading. The caveat is the same one that applies to Roger individually: most of this is delivered in flashback rather than present-day combat.

Why the crew order is not the captain order

Three places where ranking the crew gives a different answer from ranking the man at the top.

Cross Guild has Mihawk, who would be top ten in any individual ranking, and sits eighth because a bounty-hunting partnership with a fraudulent figurehead is not a crew.

The Straw Hats have a top-five captain and sit seventh, because four elite fighters and six specialists is a thinner roster than any other Yonko crew by a wide margin.

The Beasts Pirates sit fourth above crews whose captains are arguably stronger than Kaido was by the end, because twenty thousand Zoan users and three All-Stars is a war machine rather than a gang.

The pattern across all three is that depth is the variable most individual rankings discard, and it is the one that actually decided Marineford, Whole Cake Island and Onigashima.

Closing

Roger's crew remains the ceiling and the Whitebeard Pirates are the only outfit that ever matched it. Among the current era the Red Hair Pirates look the most complete, the Blackbeard Pirates the most dangerous in the wrong way, and the Straw Hats the most likely to keep climbing.

The rest of the One Piece cluster: the strongest One Piece characters ranked for the individual order, every Yonko ranked for the Emperor tier, the Whitebeard Pirates ranked for the division commanders, the Straw Hat crew ranked for Luffy's ten, and the Worst Generation ranked for the Supernova captains.
