The Strongest One Piece Characters, Ranked

Spoiler warning: This post covers the full One Piece manga as published, including the outcome of Wano and the current state of the Yonko. Deaths, defeats and late-arc power reveals are discussed openly. The anime is a long way behind the manga, so anime-only readers should expect to be spoiled.

One Piece has been running since 1997 and has produced more power-tier arguments than almost any series in print. This ranking takes the narrowest possible approach to settling them: what has each character actually been shown doing, against whom, and with what result.

That rules out a lot of the usual material. Databook figures, bounty totals and in-universe reputation all inform the picture, but none of them decide a placement on their own. A bounty measures threat to the World Government rather than combat power, which is why Buggy carries one of the highest in the world. Reputation is downstream of feats, not a substitute for them. Where a character's framing is enormous and their on-page record is thin, that gap is stated rather than papered over.

Fifteen characters are ranked. A handful of others are deliberately left out at the end, because the honest answer for them is that there is not enough on the page yet.

#15: Roronoa Zoro

Roronoa Zoro

Three-sword style, Asura, and by Wano all three colours of Haki including the Conqueror's coating that only a handful of fighters in the series can apply to a blade. Zoro's defining win is King, one of Kaido's two strongest subordinates, in a fight he finished while badly injured and running on borrowed time.

He is the entry point to this list rather than a mid-table name, and that is the point: the gap between the strongest Straw Hat swordsman and the bottom of the Yonko tier is still enormous. He also cut a flying slash at Kaido that drew blood, which almost nobody manages. For where he sits among swordsmen specifically, the swordsmen ranking covers the full hierarchy.


#14: Marco

Marco the Phoenix, first division commander of the Whitebeard Pirates

Marco

First division commander of the Whitebeard Pirates and a Mythical Zoan phoenix, which gives him regenerative flames that restore both himself and others. He is a support fighter with a top-tier defensive kit rather than a finisher, and the series uses him that way consistently.

His feat is holding off multiple admirals at Marineford, then at Onigashima keeping both King and Queen occupied so Zoro and Sanji could be elsewhere. Regeneration that outpaces incoming damage is a rare win condition in One Piece and it is why he survives engagements that kill people ranked near him. #13: Sengoku

Sengoku the Buddha, former Fleet Admiral of the Marines

Sengoku

Fleet Admiral during Marineford and a Mythical Zoan user whose Daibutsu form trades his usual composure for enormous concussive shockwaves. He served in the Roger era alongside Garp, which places his prime well before the fights the audience actually sees.

He ranks here because almost everything on his record is command rather than combat. He ran Marineford as a strategist, and his clearest personal showing is blunting Blackbeard's assault late in that war. The capability is clearly admiral-class or better; the demonstrated combat sample is the smallest of anyone in the Marine group. For the full Marine hierarchy, see the admirals ranked.


#12: Kuzan

Kuzan, formerly Admiral Aokiji, in One Piece

Kuzan (Aokiji)

A Logia ice user who froze an ocean, and before that beat Whitebeard's crew back single-handedly at Banaro and froze Jozu solid at Marineford. His control is the best of the three classic admirals: he immobilises rather than destroys, which makes him far harder to escape than to survive.

The defining data point is his ten-day fight with Sakazuki for the Fleet Admiral post. He lost, which fixes his ceiling just below the man above him, but lasting ten days against that opponent fixes his floor very high too. His post-Marineford turn to the Blackbeard Pirates has not yet produced a fight that changes the assessment.


#11: Borsalino

A light Logia, which in practice means attacks that arrive at the speed of light and a body that cannot be meaningfully restrained. He dismantled the Supernovas at Sabaody without exerting himself and has never looked troubled by anyone below Yonko tier.

Egghead is his best showing and the one that moves him up: he fought the assembled Straw Hats, Vegapunk's defences and the island's own countermeasures largely alone, and the arc treats him as an immovable problem rather than an obstacle. The recurring argument against him is temperament rather than power, since he routinely fights at less than full commitment, and the ranking takes him on output rather than intent.


#10: Sakazuki

Magma Logia, current Fleet Admiral, and the most destructive of the admiral group by a clear margin. His fruit beats fire outright, which is how Ace's fight ends, and his ideology of Absolute Justice means he fights without the hesitation that limits his colleagues.

At Marineford he killed Ace, badly wounded Jinbei, and took Whitebeard's attacks head-on while continuing to fight, which is the single best durability showing by any Marine in the series. He then beat Kuzan over ten days to take the Fleet Admiral post. He ranks above the other two admirals because he beat one of them in a fight that was explicitly about settling exactly this question.


#9: Dracule Mihawk

The World's Strongest Swordsman, a title the series treats as literal rather than promotional. He bisects a frozen tidal wave at Marineford, splits a galleon in the East Blue as a casual demonstration, and his slashes travel far enough that distance offers no protection.

What keeps him at nine rather than higher is sample size, not doubt. Mihawk has never been shown in a serious fight against anyone in the top eight. He is Shanks' acknowledged rival from before Shanks lost an arm, which implies a tier well above this placement, but implication is not a feat. He is ranked on an uncontested title and a short list of extraordinary demonstrations.


#8: Monkey D. Garp

Monkey D. Garp

The Hero of the Marines, and the only person in the series repeatedly described as having cornered Roger. He uses no Devil Fruit at all, fighting entirely on Haki and physical conditioning, and the series presents that as a deliberate statement about what the ceiling looks like without a fruit.

His era is the problem for ranking him precisely: most of his best work happened before the story starts. What is on the page is still severe, including throwing cannonball-force punches at Marineford and, much later, holding his own in a fight against a Blackbeard commander while well past his prime. Roger's own crew treated Garp as the one Marine who could genuinely end them, which is a stronger endorsement than any bounty.


#7: Marshall D. Teach

The only person in the series to hold two Devil Fruit powers at once: Yami Yami, which nullifies other fruits on contact and drags attacks into itself, and Gura Gura, taken from Whitebeard's corpse. The combination is the most dangerous toolkit anyone has assembled, because darkness cancels the defence and quakes break what is left.

He ranks below the Yonko above him because his personal record is thinner than his resources. He took Ace, but Ace was below him in tier. He took Whitebeard's fruit from a dying man after an entire war had worn him down. He is ascending fast and his crew is arguably the strongest afloat, but on demonstrated solo combat he has not yet beaten anyone at full strength in the tier he now occupies.


#6: Charlotte Linlin

Soul-Soul fruit, three homies in Zeus, Prometheus and Napoleon, and physical durability that the series goes out of its way to establish as absurd. As a child she destroyed a country by accident. As an adult she takes direct hits from weapons designed to kill Yonko and keeps moving.

Her Wano performance is the argument for this placement and also the limit on it. She fought Kid and Law simultaneously, two Supernovas with a combined bounty in the billions, and it took both of them at full commitment plus the island's own geography to put her down. Nobody beats her one on one in the entire series. She ranks sixth because the people above her were never required to try.


#5: Kaido

Billed as the strongest creature in the world, an Azure Dragon Mythical Zoan with durability so extreme that he survived every attempt on his own life, including his own. Before Wano he had been captured dozens of times and executed never, because nothing available could kill him.

Onigashima is both his best showing and his defeat. He goes through the entire Worst Generation, beating Luffy twice before the third attempt, fighting Kid, Law, Zoro and Killer in sequence, and only falls to a Luffy who has reached an entirely new form. Losing to the eventual Pirate King at the end of a twenty-hour battle is not a mark against him. He is fifth because the four above him have no comparable loss on the page.


#4: Monkey D. Luffy

Monkey D. Luffy

The awakening of the Hito Hito no Mi, Model Nika turns Luffy's fighting into cartoon logic made real: he reshapes himself and his surroundings at will, ignores damage that should be fatal, and becomes unpredictable in a way Haki cannot read ahead of. It is the single largest power jump any character undergoes in the series.

His feat is the cleanest on this list. He beat Kaido, the strongest creature in the world, in single combat, and the World Government responded by naming him one of the Four Emperors. Against the Gorosei at Egghead he survives engagements with opponents who cannot be permanently killed. He sits at four rather than higher purely on duration: he has held the top tier for a fraction of the time the three above him have.


#3: Shanks

Red-Haired Shanks, Yonko, in One Piece

The most feared man in the series by reputation and the one with the smallest on-page fight record to support it, which makes him the hardest entry here to place. What is shown is remarkable: he stops the Marineford war by walking into it, he splits the sky in a clash with Whitebeard, and his Conqueror's Haki alone knocks out ordinary fighters by proximity.

The feat that moves him this high is Eustass Kid. Shanks destroys him and his entire crew essentially instantly, off-page in outcome but unambiguous in result, and Kid at that point had just helped defeat a Yonko. Mihawk considers him a rival, Blackbeard specifically avoided him, and Roger's crew treated him as a successor. The caveat is honest: this is a ranking built more on framing and a few short demonstrations than on sustained combat, and more fights could move him either way.


#2: Edward Newgate

The strongest man in the world, holder of the Gura Gura no Mi, and the only pirate Roger considered a true equal. The quake fruit is described in-universe as capable of destroying the world, and Whitebeard uses it to tilt Marineford's geography on command.

His Marineford performance is the strongest single showing in One Piece, and it happens while he is dying. Elderly, tubed to medical equipment, stabbed repeatedly, shot, and hit directly by Akainu's magma, he continues fighting and still forces the Marines into a defensive war. He dies standing, with every wound on his front. Roger is above him only because their fights ended level and Roger went on to complete the voyage; on raw destructive capability the two are interchangeable.


#1: Gol D. Roger

The Pirate King, the only person to reach Laugh Tale, and the figure every power tier in the series is implicitly measured against. He had no Devil Fruit. He fought entirely with a sword and all three colours of Haki, including the advanced Conqueror's coating that the current generation is only now learning.

His record is the best available: repeated draws with Whitebeard, who is the second entry on this list, and a career spent being cornered by Garp without ever being beaten. He completed the Grand Line while terminally ill. The series has never shown anyone defeating him, and the one man who matched him is ranked immediately below. First place is the only placement the evidence supports, with the caveat that much of it is delivered through flashback rather than present-day combat.


Not ranked yet

Four names routinely appear in these discussions and are deliberately absent, because ranking them would mean inventing evidence.

Im sits on the Empty Throne above the Five Elders and has erased islands from the map and from history. That is authority, not a demonstrated fight. There is no combat showing to rank.

Monkey D. Dragon is the most wanted man in the world and leads the Revolutionary Army. He has never been shown fighting. Every placement for him is extrapolation from reputation.

The Five Elders have been shown to be effectively unkillable and to fight at a level that troubles Luffy in his strongest form, but their encounters so far have been interrupted rather than resolved. There is enough to say they are extremely dangerous and not enough to order them against the names above.

Rocks D. Xebec led a crew containing Whitebeard, Big Mom, Kaido and Shiki simultaneously, and it took Roger and Garp working together to stop him. Everything about him is secondhand. No fight of his appears on the page.

When the manga gives any of them a real fight, they will belong on this list, probably high. Until then, including them would make the ranking worse rather than more complete.

Closing

Roger and Whitebeard remain the ceiling, and the gap between the old era and the current one is narrower than it was before Wano but has not closed. Luffy is the only current-generation fighter who has entered that conversation on merit.

The rest of the One Piece cluster goes deeper on each tier: every Yonko ranked, the Marine admirals ranked, the Whitebeard Pirates ranked, the strongest swordsmen ranked, every Haki user ranked, the strongest Devil Fruits ranked, and the Straw Hat crew ranked.
