The Yonko are the highest power tier in One Piece outside the gods and the legends. After the bounty rankings, the Devil Fruits, the Haki users, the Marine Admirals, and the Worst Generation, the Yonko tier is the natural capstone of the power ranking series.
This post covers all eight figures who have held or matched the Yonko designation in canon: the four current Emperors, the two defeated at Wano, and the two historical apex figures whose power level defined the ceiling before the current era.
What being a Yonko actually means
"Yonko" translates directly as Four Emperors (四皇, Yonkō). It's a World Government designation — not a title the pirates give themselves — applied to the four most powerful independent pirate captains currently active in the New World.
The designation is political as much as it is about raw combat power. A Yonko is recognised as a threat on par with the World Government and the Marines, capable of challenging either institution. The World Government's internal threat classification puts a Yonko above any individual Marine admiral and roughly level with the Fleet Admiral on a good day — which is why the Marineford War required every top Marine, two Warlords, and a deception campaign just to neutralise Whitebeard without triggering the rest of his alliance.
What makes the designation significant for power ranking purposes:
- Territory. Yonko hold territory in the New World through fear and alliance networks, not just raw strength. Kaido controlled Wano. Big Mom controlled Totland. Shanks' territory is the western New World. Blackbeard is currently building across multiple islands.
- Crews. A Yonko's crew is an army. The three-tier commander structure (All Stars, Headliners, base crew under Kaido; Sweet Commanders under Big Mom; Titanic Captains under Blackbeard) means a Yonko represents hundreds of high-tier fighters, not just one person.
- Global deterrence. Even the World Government avoids direct confrontation with Yonko unless forced. The Cold War parallel is intentional: each Yonko deters the others, keeping the New World in a fragile balance.
With that context established, here's the canonical power ranking.
Tier 1: Historical Yonko-tier apex
These two are no longer active — Roger was executed, Whitebeard died at Marineford — but both set the upper bound of what a human can achieve in One Piece. They're ranked separately because their canonical feats place them above the current active generation.

Gol D. Roger (the Pirate King)
Final bounty: 5,564,800,000 berries — the highest in recorded One Piece history. Roger conquered the Grand Line, reached Laugh Tale, and was the only person confirmed to have read the Poneglyphs in full. He wielded no Devil Fruit. His power was entirely built on Conqueror's Haki mastery (Advanced Conqueror's confirmed), supreme swordsmanship, and a will that could hold a crew capable of reaching the end of the world. Executed at Loguetown 24 years before the main story — by his own surrender, not by defeat in battle. The World Government has never admitted they couldn't take him in a straight fight because they didn't have to; Roger turned himself in. That distinction matters for his placement.

Edward Newgate — Whitebeard (the World's Strongest Man)
Final bounty: 5,046,000,000 berries. Titled the "World's Strongest Man" throughout the pre-timeskip era — a designation the series never contradicted in his lifetime. Wielded the Gura Gura no Mi (Tremor-Tremor Fruit), a Paramecia that generates seismic vibrations capable of destroying the world according to Sengoku's own public broadcast. Died at Marineford after absorbing 267 sword wounds, 152 gun shots, and 46 cannon blasts — never taking a single step backward. His death triggered the shift in the global power balance that defines the current era. No Devil Fruit user in the current active roster has a fruit with the same "world-ending" designation as the Gura Gura no Mi.
Tier 2: Current active Yonko (combat power order)
The three current Yonko with legitimate claim to the top combat tier. Ranked by canonical performance and ability ceiling, not bounty number — Luffy's official bounty is lower than Shanks' and Blackbeard's, but his demonstrated Gear 5 ceiling puts him in the same bracket.

Red-Haired Shanks
Current bounty: 4,048,900,000 berries. The single most unusual top-tier in One Piece: no Devil Fruit, no Awakening, no transformation. His power is built entirely on Haki — and the series has used him specifically as the benchmark for what pure Haki mastery looks like at the absolute ceiling. His Conqueror's Haki was shown knocking out Vice Admirals at Marineford across the entire battlefield with a single outburst. In Wano he stopped Ryokugyu (a Marine Admiral) in his tracks via Conqueror's Haki from a ship offshore — the distance alone is remarkable. He defeated Eustass Kid (post-Wano 3-billion bounty) in a matter of minutes, taking no visible damage. Shanks is currently the most complete and most efficient fighter among the active Yonko.

Marshall D. Teach — Blackbeard
Current bounty: 3,996,000,000 berries. The only person in One Piece confirmed to wield two Devil Fruits simultaneously — the Yami Yami no Mi (Dark-Dark Fruit, Logia), which lets him absorb and nullify other Devil Fruits on contact, and the Gura Gura no Mi (Tremor-Tremor Fruit, Paramecia) stolen from Whitebeard's corpse at Marineford. The combination is explicitly broken: the Yami Yami no Mi makes him immune to the standard "rubber nullifies lightning" counters, and having Whitebeard's fruit gives him world-level destructive output. Post-Wano he defeated Trafalgar Law (3-billion bounty) and stole the Road Poneglyph from him. His trajectory in the final saga points toward being the last major antagonist before the endgame.

Monkey D. Luffy — Straw Hat
Current bounty: 3,000,000,000 berries. Recognised as the fifth Yonko (the World Government uses "fifth Emperor" in their internal communications) after Wano, though the current roster is officially four following Kaido's and Big Mom's defeats. Wields the Hito Hito no Mi Model Nika (Mythical Zoan), rebranded from the "Gomu Gomu no Mi" — a fruit the World Government had been hunting for 800 years. Gear 5 Awakening gives him cartoon-physics reality manipulation, making him arguably the most unpredictable fighter in the series at full power. Advanced Conqueror's Haki confirmed. Tier 3: The Cross Guild Yonko

Buggy the Clown — Cross Guild
Current bounty: 3,189,000,000 berries. The canonical joke of the current Yonko lineup — and the series is entirely self-aware about it. Buggy's Yonko status came from the World Government's intelligence failure: they saw him leading an organisation containing Mihawk (the World's Greatest Swordsman) and Crocodile (former Warlord) and assumed he was the mastermind rather than the figurehead. In reality Mihawk and Crocodile founded Cross Guild and put Buggy in front as a face. His personal combat ability has barely grown since the East Blue — he still wields the Bara Bara no Mi (Chop-Chop Fruit) and is not meaningfully in the same room as the other three current Yonko for raw power. His value is entirely structural: Cross Guild reversed the World Government's bounty system by placing bounties on Marines, which was genuinely destabilising for Marine recruitment globally. Buggy accidentally created the one mechanism that actually hurts the World Government's human capital pipeline.
Tier 4: Former active Yonko (defeated at Wano)
These two held their Yonko status from the pre-timeskip era through to Wano, where both were canonically defeated and removed from the active roster. They're placed below the Tier 1 historicals because Roger and Whitebeard's feats and the series' framing put both in a higher bracket — but Kaido and Big Mom were the dominant New World powers for the entire pre-Final Saga era.

Kaido — King of the Beasts
Final bounty: 4,611,100,000 berries — the highest of the two Wano Yonko and the third highest in recorded history. Titled "The World's Strongest Creature." Wielded the Uo Uo no Mi Model Seiryu (Fish-Fish Fruit Ancient Zoan, Azure Dragon) — one of the most powerful Zoan fruits in canon. Three forms: human, hybrid, full dragon. Conqueror's Haki mastery including Advanced Conqueror's Haki infusion on every attack. The series framed him as someone who had survived every execution attempt, every prison, and every Marine fleet sent against him for decades. He was still taking Luffy's hits mid-fight and standing up until the Gear 5 awakening. Defeated by Luffy at Onigashima in the longest single battle in the series' history.

Charlotte Linlin — Big Mom
Final bounty: 4,388,000,000 berries. Wielded the Soru Soru no Mi (Soul-Soul Fruit, Paramecia), which extracts and manipulates souls — using lifespan stolen from her enemies to create Homies (living objects) including her three main weapons: Zeus (storm cloud), Prometheus (sun), and Napoleon (sword). Her power tier was the original template for "absurd Yonko durability": Big Mom regularly survived attacks that would kill anyone else purely through her constitution. Defeated at Wano by Trafalgar Law and Eustass Kid in a coordinated assault that required both of them fighting together to put her down — Kid's Damned Punk railgun attack combined with Law's spatial techniques. Her bounty reflects a longer Yonko career than Kaido, making her historically significant even though Kaido places higher by raw combat performance in their respective peak fights.
The Yonko Commanders worth knowing
Yonko power isn't just the captain. The commander tier beneath each Emperor is what makes them a military force rather than a single threat.
Shanks' Red Hair Pirates: The Red Hair crew is intentionally opaque — Oda has kept their full strength hidden as a narrative device. Ben Beckman (first mate) is the most discussed: his Haki was sufficient to make Admiral Kizaru pause at Marineford by simply pointing an empty gun at him. Lucky Roux and Yasopp are the other known senior members. The crew's full roster is one of the final saga's open questions.
Blackbeard's Titanic Captains: Ten commanders, each leading a fleet. The confirmed names are Van Augur, Jesus Burgess, Shiryu of the Rain (formerly Impel Down's head jailer, wields the Suke Suke no Mi invisibility fruit), Doc Q, Laffitte, Avalo Pizarro, Sanjuan Wolf, and Vasco Shot. Several of these are confirmed Devil Fruit users in the Paramecia or Zoan tier — Blackbeard's crew specifically hunts strong fruits as a strategic resource.
Luffy's Straw Hat Alliance: Luffy's formal crew is small relative to the classic Yonko fleets, but the Grand Fleet (formed post-Dressrosa) added 5,600 fighters across seven crews who swore allegiance. His two most powerful crewmates — Zoro and Sanji — are independently the two strongest swordsman and fighter pairs in the series outside the Yonko tier itself.
Kaido's All Stars (former): King (Lunarian ancient race, wielded the Ryu Ryu no Mi Model Pteranodon), Queen (wielded the Ryu Ryu no Mi Model Brachiosaurus), and Jack (wielded the Zou Zou no Mi Model Mammoth). All three were individually Supernova-tier fighters. King in particular was the strongest All Star by canonical performance and his Lunarian biology made him near-invincible until Zoro identified and exploited the weakness.
Big Mom's Sweet Commanders (former): Charlotte Katakuri (wielded the Mochi Mochi no Mi, future-sight Observation Haki — fought Luffy to a near-draw in one of the series' best one-on-one fights), Charlotte Smoothie, and Charlotte Cracker. Katakuri remains the fan-favourite among all Yonko commanders across the series.
Yonko merchandise: figures, wanted posters, and what actually sells
The Yonko tier drives a significant portion of One Piece collector demand in the UK. Here's the realistic picture:
Shanks is the most-wanted wanted poster for collectors who watched the series from the start. He appears in the first episode and his bounty reveal at 4 billion was a cultural moment in the fandom. His wanted poster is one of the most requested items on AnimeVault.
Whitebeard and Roger are collector-grade items because their wanted posters carry historical narrative weight — Roger's 5.5-billion berry bounty is the highest in the world, and Whitebeard's "world's strongest man" designation makes his poster a statement piece rather than just a character print.
Kaido and Big Mom figures run expensive on the aftermarket. Kaido's dragon form figure releases consistently sell out and appreciate — his hybrid form is visually one of the most dramatic in the entire series.
