Edward "Whitebeard" Newgate
Whitebeard does not rank within the commander hierarchy. He existed above it in a tier that no other member of his crew approached. Kaido's consolidation in Wano became viable partly because the political stabilising influence of Whitebeard's alliance network was no longer operative.
